People’s City Council (PCC) is an actions-oriented coalition of social and climate justice organizations and organizers from all over Los Angeles. PCC emerged in the absence of definitive City action to protect the most vulnerable — the unhoused and tenants. The LA City Council repeatedly failed to enact protective measures, putting our neighbors at increasing risk during a time when they are worried about the health of their families and communities. We formed to call attention to the failures of Mayor Eric Garcetti and the Los Angeles City Council. At the same time, we have a mission to uplift the work being done every day, on the ground, by neighbors helping neighbors, organizing, and building community power — a Peoples’ City Council made up of communities fighting for an LA that is racially, economically, and environmentally just. We continue to evolve to meet the needs of our comrades. This dynamism is what makes us who we are.


PCC came together at the start of the COVID-19 crisis (March 2020) to demand No Rent, No Evictions and No Vacancies for the entirety of the crisis and its immediate aftermath. PCC called on LA Mayor Eric Garcetti and LA City Council to enact emergency legislation to ensure protections for tenant and the thousands of unhoused folx who call LA home. People’s City Council organized multiple COVID-safe protests during this time. Our May 1 action — a car protest outside Mayor Eric Garcetti’s home — was a true celebration of our power as Angelenos. Horns blared non-stop as folx marched at a 6ft distance and a mariachi band played and sang loudly in honor of tenant protections.

People’s City Council joined the BLM-led People’s Budget LA coalition in May 2020 to highlight Mayor Garcetti’s horrific budget proposal. The Mayor is proposing that the LAPD — one of the most murderous police forces in the country — receive 54% of LA’s general fund and a total of $3.15 billion. On May 25, 2020, George Floyd was lynched by Minneapolis Police Officers, sparking country-wide protests for racial justice and police abolition. PCC has been actively involved in the Los Angeles movement for Black Lives — and our organizers serve as medics, legal observers and bodies in protests. On May 29, we turned our GoFundMe into a Freedom Fund for Los Angeles. We are working closely with National Lawyers Guild-LA and Black Lives Matter Los Angeles to ensure the money we’ve raised is distributed to those who need it.
